Some additional comments - as previously said - batteries may be going bad. I recently had a similar issue with my 99. Voltage must stay high enough and the engine crank fast enough to start. In my case simply adding another good battery as a jump starter worked. I carried a spare battery in the front floorboard for a couple of days until I could get new batteries. I was able to reach it through the window with my jumper cables.
Second - if the tachometer is jumping while cranking that is an indication that the CPS is OK.
Does he get a Wait to Start light? If not then it may be the fuel bowl heater shorting out and blowing a fuse which also provides power to the electronics - fuse #30, I think.
