Adding higher, stop and turn signals on tt.

I would remove one of the existing lights to explore a bit- you can cut a decent size hole behind them, big enough to fish a bit.

I wouldn't worry about mounting them high- the laws on height simply mean you must have A tail light no higher than X- not that you cannot have another light up high- which is commonly done.
