You're seeing more recalls from GM as a result of their internal changes toward being more proactive and upfront with issues, especially when they involve safety. But also because they now have a government appointed nanny watching everything they do.
The industry is going to have to learn quickly to police itself. I suspect you'll see the number of recalls increase across the industry as a result of self policing.
