Now, instead of a full gallon jug put about 1/4" of water in one jug and let it set out with the other full one and see which freezes first. Thermal mass comes into play. The amount of water in your RV's water lines is probably less than a gallon total and it's spread out thus making freezing at any particular spot easier. This is why your water lines will freeze long before the water in the holding tank.
