Could you move the spare tire if on the rear bumper and mount it up under the tongue with a winch system like on the newer trucks and some trailers? That would also add some weight to the tongue.

10% tw is generally where open trailer are fairly happy, but on average a high walled tt needs 12-15% tw. This does vary from model to model. Just don't think you are good to go if you have 10% tw as your tt may like more tw and still want to sway at 10%.
