Is the WDH properly set up? What is the TT's GVWR, what does it weigh all loaded up and what is the tongue weight with and without the bike (I had to look up what a Rokon is)? How much weight did the carrier add to the TT? What tires does it have and what is their load capacity rating (I assume it's single axle)? Is the TT level to slightly nose down when hooked up? Is the TT 16' overall or is that the "box" length?
The bike + carrier could be 600 lbs together. Then how much total normal "stuff" have you got loaded into the TT? 400 lbs? 500 lbs? Maybe more? You could be close to or over the GVWR. If you try to add more weight to the front to compensate, maybe you'd be substantially overloading the trailer. I would guess it's CCC isn't all the high.
I think the issue is basic physics. The weight of the bike of 280 lbs plus the weight of the additional carrier (maybe 600 lbs total??) cantilevered 3' farther out is just too much for a short single axle trailer. Where is the axle located relative to the length of the TT? That is a lot of added weight concentrated 3' farther past the axle. Besides the sway/handling issue, that could be putting a lot of additional strain on the frame and suspension. I would inspect the frame carefully for anything unusual (frame cracks, worn bushings, loose bearings, etc.).
If you were to follow the trailer, I would guess that there would be a LOT of bounce every time you hit a bump or dip in the road. Not good for the frame & suspension or the bike. Even pedal bikes have been thrown clear off much longer trailers.
The solution would seem to be putting the bike in the truck somehow. Adding a carrier of some sort to the A-frame area may add too much weight relative to the TT's GVWR.
