When I was shopping RVs in California I was told I still had to pay the sales tax there. A lot of folks swore up and down that was wrong but I think it was a new thing CA had done. I never ended up going through with the purchase so I'm not sure how it really all would have worked. I seem to remember there was some dog and pony show the dealer had worked out where he'd have a transporter meet me just across the border and perform the official transaction outside of the CA to avoid the tax.
washington is one of the few states where purchases by out of state residents (or at least oregon residents) of items not intended for use/consumption in the state are exempt from WA sales tax. we live in oregon and when we go through washington groceries etc. are taxed, but on clothing etc. if we show oregon drivers license, they copy the info down and don't charge tax. Idaho, CA, etc. don't have that exemption.
that's why so many washington stores advertise no sales tax to oregon buyers. they aren't eating the sales tax, it never is taxed.
