The older model lights were unsealed along the bottom edge to let water drain out. However, water could be forced in while driving in heavy rain. I converted to all LED outside. I'm now fully sealed at all outside light fixtures.
To the OP, recommend Torklift StableLoads. That should be enough or at least a great start.
