You need to spend 5 mins and come up to speed a bit on LEDs. The chip itself plays a huge role in brightness. The three common ones (as of today) are: 3528, 5050 and 5630

Then you need to see how many of these individual LED chips they pack on a panel.
I have a few 3528 based panels with 12 chips each. Less bright that my 921 incandescent.
I have a few 5050 based panels with 9 chips each, also less bright. And a few 5050 based panels with 18 chips, that are as bright.
Then I tried some 18 chip 5630 based panels and they're brighter.
It depends on the LED chip and the number of chips on the panel.
