RV shaming. Maybe that will force people into civility. Post make, model and license plate number into a searchable database (new RV.net subdirectory?) so when Joe RV owner pulls in next to you, a quick Internet search may reveal what to expect from your neighbor. Or is that too Big Brother? Of course, these days there will be those that revel in the bad press and will try to win the crown as Worst RVer in the World. :-)
