I have never heard of a clean out on the side of your house or outside your house, and my son is a plumber, LOL
I am going out on a limb and think that we in Canada mainly have a basement and there is a clean out in the basement for the sewer. Those of you that have no basement must have a clean out outside. Is this right? I would bet if we had access to the clean out outside there would be a bylaw saying we can't use it in such a way. We can't run our sump pump out through the laundry tub pipe.
