Again the sewer solutions use almost twice the water to dump the tank (double the effluent) and then use more to flush the tank, the amount of water used to pump it up grades requires higher volumes as well as well…

I'm glad I don't live where you do. There are a lot of people who dump down there clean out. Modern clean outs will have two openings (required by modern codes) to force the cleaning device a certain direction. If you use the upsteam cleanout opening it will force the effluent down stream. It won't hurt anything at all. In my case I'm dumping a 3" stinky slinky contents down a 4" clean out. Besides, where else would someone dump at home. It is the only logical solution.
