You can make any scissors steps taller by replacing the vertical links with longer ones. That will change the rise for each step and the overall height by the proportionate amount. When folded, the steps will not stack exactly on top of each other (parallel but a little tilt to the stack). If that is important you do need to make the steps deeper by a like amount.
