I would not use the city water hose because you will be hooking it up to the non-potable water tap at the dump station. Who knows what people hook up to that or how they treat the hose they use there?
City water hose is just for city water. NEVER for anything else.
You should be fine with using an expanding hose, because you will not be building up very much pressure in the hose. Since you can't shut off the rinser except by shutting off the water supply to it, the water will always have a way out of the hose, so pressure won't build up to any great extent. I just cut a short (about 10 foot) section of an old garden hose I had at home, added fixtures to it and keep it solely as the Black tank flush hose.
