Anyone who lives in or around Phoenix knows that we have no shortage of strip malls/shopping centers in the area and countless times I see TC's and C's (some A's but not as many) parked in them, even at stupid o'clock when I'm ducking in for a cup of coffee or to fill the tank on the way to work (leading me to believe they spent the night).
I have no evidence but I think in general law enforcement is pretty forgiving when it comes to RVs spending nights in parking lots around here. Multiple nights might raise a flag but I think for one night at a time, a high percentage of the time it could be "gotten away with" without being chased away by those in charge. RVs are all over the place out here and I think it's more-or-less an accepted thing.
As far as boondocking on the fringes of town, there are a million options. If it were me, I'd boondock in the Four Peaks area. You'd be out in the desert but literally 20min from Fountain Hills and anything you could possibly need, and only about 35-40min from downtown Phoenix.
Though a bit further from town, the area around Tortilla Flats (near the Apache Trail) has a million places to 'dock and beautiful lakes for swimming, fishing, and staying cool.
