Well I've received clarification from ICBC
The Insurance (Vehicle) Act defines a camper as a removable structure designed to be mounted on a motor vehicle to provide facilities for human habitation or camping. Campers are designed:
to be installed on a pickup truck
to be completely portable or removable with little effort
to sit in the rear bed of a pickup truck
to be, often, completely self contained with sleeping and kitchen facilities
Campers may be insured on an Unlicensed Vheicle Policy (APV45) or through private insurers.
