I have a Morningstar TS-MPPT-45 and Trimetric RV-2030 with which I am very happy. I suspect the Bogart charge controller is good based on my experience with their monitor.
If you aren't afraid of quality sellers on eBay, the TS-MPPT-45 (and 60) can be found there for just over $400 (that's where I bought mine a few years back - from "mlsolar").
I agree with hedge, unless you need some fancy brackets, most home improvement stores have what you need (hint, sheet metal brackets in the roofing section - or aluminum angle).
