Camper tie downs

My used camper cane with came with turn-buckles and chains. At the fleamarket on my rusthunt for old woodworking tools I found four tie downs. They are 8 1/2" long x 1 1/4" diameter well chromed tubes, with 1/2" hooks. Since they have no name on them, I couldn't google. Anyone have any knowledge about them. I would assume?? they have a spring . thx
