Camping with TC off truck

I was advised at a CA state park not to take it off.
They said a jack failure could cause serious injury or damage. Perhaps this park had a bad experience with a failed jack.
I can also see this logic in windy locations. Things left on their wheels typically don't blow over.
Things left on their wheels can also be moved out of the way with a tow truck.
I am oh so sure that everyone on this forum is competent to load and unload a TC safely.;)
However, park managers have to make the rules for the lowest common denominator.
