I ask because one of our rigs had the same "one side's brighter" impression when driving at night and it turned out to be a focus issue, not the brightness of the bulb.
The age of the bulb (more specifically, how many total hours it has burnt) also plays a factor. The tungsten filament vaporizes over time and deposits some of this vapor on the inside surface of the bulb, which dims the light output.
