My Outback front cap is doing the same thing and it was not wrapped in plastic. It took a little doing, but the manufacturer is paying for a repaint of my front cap. I'm taking it back to the dealer this Friday (4 days from now) for a repaint. Turns out the manufacturer paints with a primer paint that colored. Then apply the coat on top. Under the right conditions, the jell coat just disolves, leaving discoloration and a surface that feels like paper, very rough, not smooth and absolutely no shine.
I suggest contacting your dealer, have them contact the manufacturer and see if you qualify for a repaint under warranty.
By the way, I've owned mine 2 years now, and they are still covering the cost. I'm chipping in for new decals, but they are paying for the repaint.
