clogged toilet

We have a Rockwood 8314 bss with the same problem. The toilet pipe doesn't go straight down into the black water tank. The toilet paper would get wadded up when you flushed. I pulled the toilet up and noticed that there was only about 2-3inches of clearance between the flange pipe and the plastic "baffle" plate in the tank. The problem was the factory had left the flange pipe too long. So, I measured the distance needed to seal the pipe to the tank ,then unbolted the flange pipe from the floor and cut the excess pipe off with a hack saw. It fixed the problem. You may have the same problem. Hope this helps.
