I'm nitpicking here, but this isn't exactly true. See this. The running watts are about 250 higher at the higher temps in the test data.
The locked rotor amps don't change with temperature, which is what affects initial startup. I say "initial" because it may still affect ability to startup if the generator recovery isn't fast enough to keep up with the demand imposed by the higher temp. It "bogs down" for a couple of seconds usually.
