They are there to add downforce to COUNTERACT the normal lift created by any curved surface as speed increases.
The biggest factor in RV fuel usage is wind resistance, not RV weight.
TT / 5er / other RV designers try to lower the wind resistance if possible to improve a couple tenths of MPG. The amount of lift created is minimal because of the relatively low speeds we drive.
Any RV with 'improved aerodynamics' is going to create some lift at highway speeds.

Yes, most TT create some lift at highway speed.
No, the lift created is not the problem the OP is trying to solve. As mentioned in some posts above - the TT, TV and hitch are not balanced / setup properly to provide the best towing conditions.
