Locomotives have electric motors doing the "heavy" towing. The Diesel engines just provide cost-effective generator power. If gas engines were even $0.0001 per mile less expensive to run, they would run them.
It is a transmission issue with trains, because they have to sit not moving with the engine running. At least I guess this is one reason they go with an electric transmission and not mechanical.
Edit: I did look it up and originally trains were diesel mechanical, but switched to diesel electric. There are some new trains that are diesel hydraulic (torque converter).
