We have traveled to Mexico 4 times; one the length of Baja and then three times to Yucatan/Belize. All RV parks in Mexico have signs stating not to put toilet paper in the toilet since it clogs the drains and he septic tanks. Just put the paper in a plastic bag within a top covered trash basket. It is about the same as having a diaper pail for your kids/grandkids diapers. Have had no problems with clogging in seven years.
We use the bacterial degrading RV Holding Tank fluid which seems to work quite well. We also use a Valera (sic) outside valve which:
1. Makes sure no effluvia drips on ground
2. Permits flushing black tank with grey water
