It takes quite awhile, up to 24 hours on hot days but it should be safe to put food in within 6 hours on a normal day. The motor sound might be electric fans some manufacturers install to aid airflow over the back of the cooling unit. I haven't found them to be necessary myself. Propane does cool the fridge off faster and will keep it cold better on hot days, but not by much.
