Downside to tongue weight over 15%?
Tongue weight should be between 10 & 15%. It usually is. There is a potential serious safety issue if it's below 10% and that's well documented everywhere. But what is the downside of being over 15...

If your trailer frame and GVWR can handle it, hanging 100-200# of bicycles and stuff off the end of the trailer can help. Did with my old trailer. But it does depend upon where the trailer axles are located, and how much tongue weight you need to move of course.
