You’re correct, driving intentionally well below posted speeds is a hazard. No different than well above. It ain’t about whether you’re right, it’s about traffic flow, stupid moves due to road rage of those trying to get around the slo poke and speed differential.
And since this is a RV forum, many folks in RVs are out of their league driving that large of a vehicle. Period, not debatable. Heck, many folks can’t handle a small car.
Difference is while I feel I’m knowledgeable and experienced to drive most anything put in front of me, and drive it well, there are those who absolutely are not, yet do it anyway.
In an analogy, just because I think I’m smart doesn’t mean I’m a surgeon and I would never claim to be nor attempt it. But plenty of folks who don’t have a clue about towing yet do it anyway and just learn (at the wrong time in life) through trial and error.
Being able to RV is not a constitutional right. And if you dont have the skill or wherewithal then you should take a sedan and a tent. Or trade your toy hauler for a class b or something
