The breakers all appear to be holding. When i had a electrical problem before it was a short in the slide out and it did throw the breaker.
You're going to have to trace the basement wiring to the panel.. perhaps there's a loose or missing connection. Just get out that voltmeter and take your time. It's only frustrating when you don't know what it is.
