It's called gamesmanship (or outright lying, if you prefer). Buy a F-150 off the dealer's lot assuming that it has nearly the same ratings as their few and far between HD models if you want get in trouble.
Why is it lying? There is an easy to read yellow sticker right on the door. If you are truck shopping and care about ratings, it should be the first thing you look at.
No offense to Henry Ford, but I kinda like all of the options. It allowed me to find just what I wanted. For my uses, I feel like the 3.55 gears put me right in the sweet spot of being able to occasionally tow and still get good mileage. If I had a heavier trailer or if I towed more miles a year, I know I could have gone w/ the HD options. Lighter or no towing and I could go 3.31 and get even better freeway mileage. I don't see the issue with having a variety of options. It just means that the consumer has to pay attention a little bit, which I don't think is unreasonable to expect or ask in a $40k transaction.
Oh, and my F150 doesn't have HD tow or payload, but the sticker says just under 1500# (can't remember precisely) for a well equipped XLT screw short bed.
