Your links don't work for me. There are two class action lawsuits pending against FCA and Cummins. I haven't found anything that says the EPA is planning action against either company.
This has nothing to do whatsoever with Cummins. The 5.9 and 6.7 are not affected. - fx2tomExplorer

104,000 2014-2016 trucks affected. This was after they started using DEF which is a bit of a puzzler for me. VW's refusal to use DEF led to their defeat software. The FC 2017 trucks so far have been refused permission to be sold.
I would not be surprised if other manufacturers get pulled into this.
