My best source of 'free' wood is when the campground allows one to collect 'dead & down' wood on site. The grounds in question would have to have a little forest/woods attached to the property, usually State campgrounds.
Once you get away from the camp site there is usually plenty of wood. A common hand 'buck saw' helps a bunch.
As to the rest of this, I feel any insects & eggs will travel in a number of ways, regardless of any firewood bands. At a recent campground one guy had wood scraps & pallet pieces. Understandably so the rule makers didn't like that idea any better than firewood transport. I believe some of these issues started with wood pallets from China.
One general rule is to not ask a question when you won't want to hear the answer.
