I'm sorry you are having trouble. I had the EXACT same leaking problem and I just took the cylinders down to a "real" propane dealer even though it was rather inconvenient. Unfortunately I got the same sort of clueless reply there that I've had anywhere the question is raised. They said I'd have to drain the cylinder, buy a new valve, and re-fill. The net result is: go exchange the cylinder down the road. I'm sure everyone else was thinking that too.
By the way, I don't understand why your pictures don't show-up, but I see the dropbox link there and pasted those into the browser and the pictures pulled right up. Huh! So one valve has an apparent o-ring and the other may have a very small o-ring but it's hard to say it's there. I'd say maybe the one valve is just an old design with a smaller O-ring that is worn out.
