Jeremiah- Ford and all OEM's pass the warranty costs on to the supplier responsible ,the reason or one of the reasons Ford and international parted ways was Ford was very quik to replace engines and whole trucks (I have a friend who had 2 F250 replaced)after all its on cornbinder right.
They got sued for replacing engines , not fixing like the engine supplier wanted.
A whole host of other issues among Fords mods and up rates to the power as well ,i am sure the court documents run into the tens of thousands of pages.
As far as billions ? I doubt Ford or international are going to discuss it.
