I personally find it ridiculous that the entire fuel system needs to be replaced. Yes, bypass fuel is returned to the tank then recirculated through the system.
Yes replace the injectors
Yes replace both the high and low pressure fuel pumps
Clean everything very well Tank, all fuel lines, filter housings. Really clean every thing from the Filter to the injectors VERY WELL! Then the filters keep all beyond them clean, yes you may loose a low pressure pump, but that should be a very good fix.
One or two cases of brake Clean should flush all the bad stuff.
I don't see why this wouldn't work. I can't see the point in replacing full lines and fuel tanks. The screens and filters should catch most of the debris and the tank and lines can be flushed. This is one case where I would be tempted to get three written estimates to see what different shops recommend.
The option of replacing everything sounds like someone is padding the estimate.
I was a heavy equipment mechanic for several years and have flushed fuel systems that were filled with sand and the vehicles ran for many years after that.
The injectors are probably toast, as is the pump, and the filters will probably need to be replaced at least twice in the near future.
