Seems very cold with the wind whipping by. I think the wind forces the cold feeling into every crack in a home, camper, or clothing.

Homeless By Choice has it correct, only people and animals feel the effects of wind chill.
I have been in Chicago when it was cold and windy, yes COLD, but no issues walking about six blocks from hotel to place of work.
