If it just has a flange butting up against the tank, I would not use any sealant to try to fix it. The ones I have seen are friction welded in place, it sounds as though the weld has broken or was improperly done to begin with. If it is just a pipe stuck through a hole in the tank with sealant around it - that is simply poor construction. A pipe connecting to a tank wall is going to have some motion and stress on it, there is really no sealant that will last very long in that application - especially on polyethylene which is a hard-to-bond material. There are some fittings made for this propose which have gaskets and nuts clamping to the tank wall, but they generally require access to the inside of the tank to install.
