Why are you so sure this is coming from the h20 tank? Could be a leak else where (roof?) and the water has settled in the floor...
I'd start looking around for soft spot/stains on the ceiling, in the closets, etc...

As stated in my original post, the water smells of chlorine. It is very strong. No doubt about the origin.
