You may not have a water intrusion caused delamination problem, but a normal condition from the type of construction of the front cap. Due to the curves of the front, the typical bonded under pressure walls like in the side are not used. Rather, the front cap is formed out of wood, and a sheet of the outer covering is laid onto the formed wood and glued to hold in place. Over time, the outer covering flexes from wind and normal vehicle movement, and the glue looses its bond from heat and movement.
The normal condition is ugly, and removing and regluing that outer skin is the preferred repair method. You could screw moulding (like used at the roof) to secure the outer skin, but that will be unsightly. The major concern is that wind somehow will get behind that loose skin and blow it entirely off.
