In order to be compliant with your GCWR do you just have to scale less than the GCWR or as I think I read somewhere GCWR = sum of truck GVWR and trailer GVWR and it doesn't matter how much you scale? ...

In some states you need to be licensed for your particular GCWR. But basically it's just a possible warranty thing.
