I have a 2007 35' wolf pack toy hauler with a GVWR 13387 lbs, hitch weight 2268 lbs. I prefer not to get a diesel if I don't need to. Since I'm getting a used truck I doubt it will have a "towing package" so I'm not sure what I need there.

5th wheel hitch weight (pin weight) is CARRIED by trucks rear axle/tires
That 2268# hitch/pin weight is DRY weight....based on the Toyhaulers DRY 'unladen weight' of 9388# (24% pin weight rating which is typical of THs as they have heavy pin weights to counter weight of toys in rear)
Wet pin weight (TH loaded up with your stuff all ready for camping) will be closer to 2800#
Because that 2800# pin weight is carried by trucks rear axle/tires you need a truck with a 10000# GVWR and a RAWR of at least 6200#
