That figure has nothing to do with the actual towing ability of the vehicle, according to Australian Towing Regulations no vehicle can bumper tow more than 1 1/2 times its unladen weight. An F250 towing 1 1/2 times its empty base weight would be right around 9900 pounds.
Correct and it applies to the ratings of other vehicles as well. One poster on the Caravanners Forums, posted he was towing 9,200lbs up hills with no problems with his Ford Ranger. The concern is yes he can do that, but stopping that load would be a major concern
