The HP Payload F150s are designed and built to carry heavier loads than the non-HD payload F150s. And as I understand it, so are the world trucks. I suspect their low tow capacities are due to their low HP.
It is due to long bed configurations. The regular cab HD 144" with an 8 ft bed was the one that had a different frame from other long beds. The Supercab 163" frame(which was an 8 ft bed) was only available with an HD package while non HD trucks were 6 ft beds. The F150s 156" 6.5' bed Supercrews share the same frame either HD or non-HD and you could net get the HD package in short 5.5' bed in a Supercrew. It is based on the configuration of the truck.
