When a word like "admits" is used you have already tainted the information. If a word such as "stated" is used the reader senses you are neutral.

If coal can be made cleaner why shouldn't it be used.

I wonder how GM figured out how to use 95% coal produced electricity while charging EVs from grids where coal sources only make up <95% of the total power produced; like ERCOT.

That's the beauty of EV. Electricity can be generated in multiple ways.
However gasoline comes from only one source.

The first person said coal and a little natural gas.
The second person said 95% coal.
They were just stating what they knew. They didn't say only coal will charge electric vehicles. That's where the power is coming from at that location.
I didn't see anything 'all encompassing' about the title.
