As far as overloading the high beam circuit, the Euro vehicles do not have this restriction and the fogs stay on with the high beams. So the wiring is adequate unless they are using a completely different harness.
It's the total amount of lamps illuminated on the front of the vehicle. Lots of states have similar verbiage in their laws. For example:
CT Motor Vehicles Sec. 14-96y.
"(b) Whenever a motor vehicle equipped with head lamps as herein required is also equipped with any auxiliary lamps or a spot lamp or any other lamp on the front thereof projecting a beam of intensity greater than three hundred candlepower, not more than a total of four of any such lamps on the front of a vehicle shall be lighted at any one time when upon a highway."
WA RCW 46.37.270
"(2) Whenever a motor vehicle equipped with head lamps as herein required is also equipped with any auxiliary lamps or a spot lamp or any other lamp on the front thereof projecting a beam of intensity greater than three hundred candlepower, not more than a total of two of any such additional lamps on the front of a vehicle shall be lighted at any one time when upon a highway."
MI Vehicle Code Section 257.686
"(5) When a motor vehicle equipped with head lamps as required in this section is also equipped with auxiliary lamps or a spot lamp or any other lamp on the front of the motor vehicle projecting a beam of an intensity greater than 300 candlepower, not more than a total of 4 of those lamps on the front of a vehicle shall be lighted at a time when upon a highway."
Where's the 5th and 6th lamp that could be lit on the Cherokee? There's the headlight and the fogs, but I don't see any others. If you're thinking the LED strip, I don't think those strips produce enough light to be considered according to the regs.
