My TT has a heated and enclosed underbelly. The valves are inside the belly. They use extension rods to get thru holes in the belly, that the handles attach to. The visable large black water looking outlet is just an outlet. It is dry except when dumping. The "T" for the grey and black is in the belly.
I think this is what you have. It is a desireable feature, as the valves have some freeze protection.
I bet someone forgot to install the rod and handle for one of the tanks... BTW,the handle you have might be for the grey or the black. It can be hard to tell without know the layout of the hidden pipes.
