I think you've gotten some bad information.
Does your Owners Manual say anything about adjuting a WDH?
The last information I saw said you should adjust the WDH to restore the front end to its unhitched load.
Doing so would cause zero net load change on the front axle, a load equal to about 75-80% of tongue weight added to the rear axle, and a load equal to about 20-80% of tongue weight added to the TT's axles.
