I think folks are confusing axle weights with axle weight ratings. The scales weigh a vehicle one axle at at time, and the weigh master sums them to get the vehicle weight. I saw nothing in the thread that axle ratings are added.
Axle weight codes doesn't have to say a rating. In fact most state don't read a axle rating ...just "vehicles axles".
Like the BC scale weight says;
**The gross weight of any vehicle or combination of vehicles shall be the sum of the individual gross axle weights of all the axles of the vehicle or combination of vehicles. **
"axles of the vehicle".
Example would be a F350srw with a 7230 rawr and a 6000 fawr = 13230 lb gvw.
BC spells it out ; "rated capacity"
Maximum gross weight for axles
(1) A person must not, without an overload permit, drive or operate on a highway a vehicle loaded or configured so that
(a) the gross weight on an axle exceeds the manufacturer's rated capacity for that axle or for the brake or suspension system with which the axle is equipped.....
or from another state
** The tire load rating shall be marked on the tire sidewall. A tire, wheel, or axle may not carry a greater weight than the manufacturer's rating.**
When dot says the vehicles axle system they will pick the lessor rating of the wheel/tire/vehicle axles on that vehicle.
