Those guys appear to be deliberately shorting meters set to read amps, or subjecting them to extremely high voltage, and yeah, cheap meters may not interrupt if you do something like that. But to suggest that one needs a professional quality instrument, or a professional, to read the voltage from a 240v receptacle is unwarranted.
